Hi LordNyriox! What you describe is essentially the same behavior as potions (single use, gives you some permanent effect).
Altho the way standard potions are set up, there is 1 potion for each specific effect. If you were thinking this is the way players will progress, you'd have to write-up a specific potion for each level (or its equivalent) in your mod. And if you multiply that by however many stats you want to affect... you get the picture ;)
Now I know you can have effects work off of graphs in TL2 (not sure about TL1) and it might be possible to write out the effect so that it's "modified" by a graph, so you wouldn't have to code-up so many potions. Unfortunately I don't know much about using graphs (let alone making new ones)...
